In Sarawak, treat it as an approval and safety project
The Sarawak Ministry of Utility and Telecommunication publishes a specific Electrical Inspectorate Unit (EIU) procedure for installing and approving electric fences. The process covers residential, industrial, commercial and other sites, and refers to the Electricity Rules 1999, local-council requirements and MS IEC 60335-2-76. The latest authority requirements must be confirmed before work starts.
Survey the complete boundary before selecting equipment
Walk the fence line and mark gates, slopes, vegetation, existing mesh, public-facing edges and areas where people may approach. Agree the fence structure, warning signs, energiser location, isolation method, earthing, lightning protection, zones and the person responsible for safe operation and maintenance.
What the approval file needs to coordinate
The Sarawak procedure calls for an application, site and owner information, an EIU-registered electrical installation contractor, a competent person, structural drawings and specifications, energiser certification/test information and schematic drawings. Drawings and responsibilities must be signed or endorsed by the appropriate appointed parties. HJ will state its own installation/documentation scope clearly and will not imply that an authority, competent engineer or local council role is automatically included.
What the client should retain at handover
Keep the approved drawings and correspondence, energiser details, zone or sector references, warning-sign positions, isolation and earthing notes, commissioning readings, operating instructions and maintenance contacts. Changes made after approval should be assessed before the fence is returned to service.

What we will not do
Energise a fence with no signs. Hide the energiser where nobody can isolate it. Quote per metre without a site walk.
After handover
Vegetation and loose strands cause most callbacks. Put the fence on an AMC visit, especially on factory lots. See maintenance plans.
